Birthright Israel but not for Ethiopian women

It has long been reported that the Israeli government has been using a long-term contraceptive, Depro-Provera on Ethiopian women, presumably because, like Palestinians, they are seen by the Israeli government as a "demographic threat".  Now, according to Ha'aretz the government has admitted to the practice:

A government official has for the first time acknowledged the practice of injecting women of Ethiopian origin with the long-acting contraceptive Depo-Provera.

Health Ministry Director General Prof. Ron Gamzu has instructed the four health maintenance organizations to stop the practice as a matter of course.

The ministry and other state agencies had previously denied knowledge or responsibility for the practice, which was first reported five years ago.

I wonder if any doctors spoke out against this because it appears to be only the women themselves who spoke out:

About six weeks ago, on an Educational Television program journalist Gal Gabbay revealed the results of interviews with 35 Ethiopian immigrants. The women’s testimony could help explain the almost 50-percent decline over the past 10 years in the birth rate of Israel’s Ethiopian community. According to the program, while the women were still in transit camps in Ethiopia they were sometimes intimidated or threatened into taking the injection. “They told us they are inoculations,” said one of the women interviewed. “They told us people who frequently give birth suffer. We took it every three months. We said we didn’t want to.”

Forced sterilisation of Ethiopian women by Israel recalls "ringworm children"

This was first reported in Ha'aretz a couple of weeks ago but I only saw it on an email from the tireless David Shasha, a Syrian Arab Jew based in New York:

It's hard to believe, but in Israel, in 2012, Ethiopian women are forced to receive injections of the Depo-Provera contraceptive. This injection is not a commonly prescribed means of contraception. It is considered a last resort and is usually given to women who are institutionalized or developmentally disabled. Yet according to an investigation recently aired on the “Vacuum” documentary series hosted by Gal Gabay and shown on Israeli Educational Television, it is also given to many new immigrants from Ethiopia.

This is not the first or only case where the state has interfered in the lives of people who have limited means of resistance. And as in other cases, the system that carried out this policy is extremely sophisticated, so it is hard to find a specific person who is responsible or a signed and written order. But the televised investigation, conducted with researcher Sava Reuven, found that more than 40 women have received the shot.

Depo-Provera has a shameful history. According to a report by the Isha L'Isha organization, the injections were given to women between 1967 and 1978 as part of an experiment that took place in the U.S. state of Georgia on 13,000 impoverished women, half of whom were black. Many of them were unaware that the injections were part of an experiment being conducted on their bodies. Some of the women became sick and a few even died during the experiment.

There are many examples across the world of efforts to reduce birthrates among disadvantaged populations that lack the resources and the capability to resist. During the 1960s, the U.S. was concerned by the increase of the population in Puerto Rico. In 1965, it was reported that 34 percent of Puerto Rican mothers aged 20 to 49 had been sterilized.

The injections given to Ethiopian women are part and parcel of the overall Israeli attitude toward this group of immigrants. During the 1980s and 1990s, thousands of Ethiopian Jews spent months or years in transit camps in Ethiopia and Sudan. Hundreds died en route to Israel simply because a country that is supposed to be a safe haven for Jews decided the time wasn’t right, they couldn’t all be absorbed together or they weren’t Jewish enough – who had heard of black Jews?

In transit camps today, future immigrants enter a horrifying bureaucratic entanglement, which gives them the burden of proving they are worthy of arriving in Israel. As in the past, those who arrive here are not quickly released from the grasp of state institutions. They continue to receive “treatment” in absorption centers, where the children are sent to religious boarding schools and included in special education frameworks, while the parents stay in ghettos and the women continue to receive injections. We are told there is no choice. The repressive, racist and paternalistic policies continue unhindered – policies that are supposedly in the best interests of the immigrants, who don’t know what is best for them.

This policy of total control over their lives, which starts while they are still in Ethiopia, is unique to immigrants from that country and does not allow them to adjust to Israel. Using the excuse that they need to be prepared for a modern country, they are brainwashed and made to remain dependent on the state absorption institutions.

The American Jewish Joint Distribution Committee said the claims the women made in the investigation were nonsense. This reminded me of some other women who spoke nonsense, such as the mothers of the kidnapped Yemenite children or the Moroccan women who underwent “treatment” for ringworm. To this day, their words are dismissed as nonsense. If they tried to sterilize me or take my children away, I think I would be talking nonsense too.

Ethiopians protest against racism in Israel

This reminds me of a joke I heard a long time ago about the Israeli Education Ministry ordering teachers to honour the legacy of the late Rahavam Ze'evi, an open advocate of the ethnic cleansing of Arabs from Palestine.  A teacher told the her class how courageous Ze'evi had been in advocating the, ahem, "Transfer" of the Palestinian population. A child said, "that's wonderful, Miss, when can we do that to the Ethiopians." The teacher said "don't be so racist in my class!"

Anyway, a couple of days ago Ha'aretz reported on a demo by Ethiopians and "representatives of various groups who feel weak in Israeli society."

"The phenomenon of racism harms us all, and it is impossible to separate the discrimination of Ethiopians in Israel from the discrimination of Arab residents or Russian-speakers," said Rabia Elsagir, a resident of Shfaram and member of The Coalition Against Racism in Israel, who attended the protest with a handful of people from the Arab sector.

There are of course many examples of racism in Israel but two more occurred just recently. One was the water throwing incident in the Knesset just the other day:

The other is a further degeneration of the State of Israel into an explicitly apartheid situation within Israel itself and not simply between Israel and the occupied territories.  The Israeli High Court has now effectively ratified Israel's so-called Citizenship Law which spells out a crucial difference between the Jewish and Arab inhabitants of Israel within the pre-67 boundaries.  Again here is Ha'aretz:

Israel’s High Court rejected on Wednesday petitions against the Citizenship Law, which prevents Palestinians married to Israeli Arabs from receiving Israeli citizenship or residency. Six judges voted to reject the petitions, while five voted to accept them.

Israel generally grants citizenship to spouses of Israelis in a gradual process. In the spirit of this process, a similar process was instituted for the naturalization of spouses of permanent residents, though the process is a little longer. A 2002 temporary order excluded Palestinian spouses from these processes and barred them from becoming Israeli citizens.

 And again Magnes Zionist has a scathing comment:

Yesterday, the State of Israel became the first western state whose High Court ruled that some citizens have fewer fundamental rights than other citizens based on their ethnicity. Actually, it had done so before, but yesterday it rejected  the most sustained challenge to the “Citizenship Law,” which bars the non-Israeli spouses of Israeli Palestinians from becoming citizens. So while an Israeli Jew from Brooklyn has the right of marrying anybody she likes, and having her spouse naturalized, a native Palestinian Israeli citizen cannot marry  a distant relative who lives in a town five minutes from her house – unless that relative was a Palestinian collaborator, working for the Israelis, and then, only by special approval of the Minister of Interior.

Yet another answer to Goldstone and all those who try to make out that Israel isn't an apartheid state.

"Ugly racism" in Israel

That would be as opposed to the beautiful racism without which the State of Israel wouldn't exist. Cop this from Ynet:

Ugly racism in Ashkelon: R., a real estate agent from Ashkelon, arrived at a building in one of the southern city's neighborhoods recently with a couple of new immigrants, and was shocked to discover that the place has a policy of not selling apartments to Ethiopians.

A thorough investigation revealed that this policy is shared by all of the building's tenants, and perhaps the residents of additional buildings in the area as well – most of them of Russian descent. In a conversation the real estate agent had with A., the owner of one of the building's apartments, A. asked about the potential buyers. When he heard that they were Ethiopian immigrants, he replied, "Out of the question… This is unacceptable in my apartment.

"Excuse me, but there are no Ethiopians in this area at all, and there won't be any. This is our policy. I have no problem with them living somewhere else… Anyone can come, but not Ethiopians. This is how it is in the entire building, at least I hope it is, in order to preserve the apartment's value and the building's value."

In another conversation, A. repeated his stance, adding, "We’ve kept this rule of not selling to Ethiopians for 16 years. I can't speak for the entire house, but this is how I feel… It immediately drops the apartment's value… Although I'll be leaving the building, their apartments drop 30% in value… I'm no expert in the details, but the price goes down if Ethiopians come.

"I don’t care who lives here, I'm not racist. But when I leave the building where I have lived for the past 16 years, the rest of the tenants will look at me as a traitor because I sold to Ethiopians. I don’t want to ruin my relations with my friends."

A. went on to explain, "It just happened that there are no Ethiopians in the houses around us. A quarter of the apartments have been sold in our building. There are no Ethiopians at all, and almost everyone is Russian.... It's not a written rule, but there is such a decision that it drops the apartment's value.

"This isn't a racist issue, this is reality, which proves that it drops the apartments' prices. Why? That question should be directed to those who don’t want to pay. It's not my call, it's the fact on the ground. People call me at the apartment and they almost always ask, 'Do you have Ethiopians in the building?' It matters to some people, that's all."

It reminds me of a joke I was told about Rehavam Ze'evi. He was the founder of Moledet, the party that had "transfer" ie the expulsion of all of the Palestinians, as its main policy. Well the joke says that when he died the education department issued a directive to Jewish school teachers to teach the children the "legacy of Ze'evi" in a positive way. So one day a teacher told her children how there was this great Israeli politician, they nicknamed him Gandhi, who had this idea of getting rid of all of the Arabs from "Israel". Well, this kid, he says, "Miss, that's great! Getting rid of all the Arabs. That's great. When can we do that to the Ethiopians?" The teacher said "don't be so racist in my class!"
