How are targets selected for promoted Tweets?

Every now and then I get a promoted tweet for Corn Flakes or something for sale anyway but today I got this tweet:

It's a coincidence I suppose that the tweet came to me close to this:

Now that wasn't a promoted tweet, I follow Joe Catron and MondoWeiss.

So who decides who should get these promoted tweets and how do they decide?

By the way, CAMERA attained some notoriety a few years back for tampering with Wikipedia entries about Palestine and zionism.
